Low-cost Electric Truck Leases for Port Drayage Carriers

Program Origin: In December 2024, the EPA awarded the Port of Oakland $322 million under its Clean Ports Program to deploy zero-emission equipment and infrastructure.

Forum’s Subgrant: The Port has issued Forum a $40 million subgrant to purchase and deploy at least 226 heavy-duty electric vehicles (HDEVs) through a new low-cost truck leasing program.

What MAP Offers: Forum’s Market Acceleration Program (MAP) offers approximately $165,000 per truck in stackable federal incentives to drayage carriers servicing the Port of Oakland at least 100 times per year.

Full-Service Administration: Forum manages every aspect of the Program, from truck leasing to grant administration.

Charging Network: Independent of the grant, Forum is building EV charging depots along major freight routes from the Port of Oakland to the San Joaquin Valley, with deployments starting in 2026.

Now Soliciting Proposals from HDEV Manufacturers

Forum is soliciting proposals from HDEV Original Equipment Manufacturers (OEMs) to supply vehicles for the Market Acceleration Program. Forum will use the procurement to determine which truck makes and models will be offered to program participants.
